Anastasiia Noflik: How co-creating security solutions builds the collective strength of the '1325 Kyiv' Coalition.
In difficult times, it is clearest how human and social connections work – whether they can withstand pressure and become a foundation for resilience. The '1325 Kyiv' Coalition is precisely such a space. Its strength is defined not by hierarchical scale, but by its ability to build inclusive interaction where every voice carries weight.
It unites dozens of organizations, institutions, and women professionals from various fields—from the civic sector to the security and defense sector and local government. Each brings its own logic of action and unique experience. The key task here is not to reduce everyone to a single position, but to ensure a diversity of experiences and their equal value in moving forward.
In this process, Anastasiia Noflik plays a defining role.
Her contribution lies in facilitating dialogue and overcoming hierarchical barriers. Anastasiia keeps the focus on how a joint decision is formed: how it passes through different, sometimes opposing positions, and becomes one that truly reflects the community's needs in practice.
This is work that requires not just coordination, but an ethics of care and maintaining a balance of values: between the speed of response and the quality of inclusion, between different professional approaches, and between expectations and wartime reality.
Precisely in this dimension, the principle of partnership takes on practical meaning. This refers to a fair distribution of influence ‒ an interaction where no party is left out of the shared process, regardless of its resources.
Following the start of the full-scale invasion, this model became defining. The Coalition's work shifted from separate initiatives to the systemic development of the 'Women, Peace, and Security' agenda at the city level. This meant a transition to transformational leadership ‒ not only initiating action, but ensuring the sustainability of decisions through solidarity.
The focus shifted to practical results, where women are not objects of aid, but subjects of change: training, agency-driven interaction with the security and defense sector, comprehensive support for survivors, and conducting safety audits of territories.
The determining factor remained not the number of events, but their value-based alignment. The Coalition was formed as a space where decisions are not merely declared, but co-created. Partnership here means shared responsibility for a common future.
In this context, Anastasiia Noflik's contribution lies in her ability to maintain this coherence and ensure that the process remains alive and effective, even amid ongoing crises and challenges.
In implementing Resolution 1325, this means more than just effective management. It is about creating a model based on horizontal connections that allows different approaches to work in synergy.
It is about the ability to find common ground where interests seem to differ. It is about supporting collective progress when conditions remain unstable, yet values stay unchanged.
This human-centred quality of interaction and security ultimately defines the final outcome.
