Addressing various aspects of gender inequality contributes torestoring social justice during wartime and in post-war recovery processes. For this reason, we have been systematically implementing gender-sensitive approaches within the operations of the structural units of the Kyiv City State Administration (KCSA) and the district state administrations.
In 2024-2025, we continued training programs for specialists to enhance their awareness and practical skills in integrating gender perspectives into their daily work. The focus of these programs is on specific practices that help identify and overcome barriers linked to stereotypes, unequal access to resources and services, as well as discrimination.
Key areas of study and training included:
- conducting needs assessments of the population based on the results of gender analysis;
- identifying factors that prevent women and men from realizing their potential on an equal footing;
- understanding why stereotypes persist in the workplace;
- applying tools to identify and mitigate the effects of gender bias;
- recognizing who and how can shift traditional planning approaches toward human-centered models;
- understanding the requirements for conducting a gender audit;
- examining how gender biases influence day-to-day management decisions;
- exploring the advantages of gender mainstreaming at the local level;
- considering the needs of diverse groups of Kyiv residents when delivering social services;
- recognizing discrimination and fostering a resilient, non-discriminatory organizational culture and gender-sensitive mindset.
Gender sensitivity must become a professional standard for everyone working in the public administration system. Integrating gender perspectives enables the effective allocation of resources, the development of transparent and equitable policies, and the creation of inclusive services for all.
Since 2021, more than 2,000 civil servants of the KCSA and district state administrations in Kyiv have undergone gender competence training. These competencies are already being applied in practice – in designing municipal target programs, preparing budgets, organizing services for vulnerable groups, and making urban planning decisions.
